Costa Rica – Regulatory Updates for Cellular Devices

The Costa Rican Telecommunications Regulator SUTEL has published № RCS-358-2018, dated December 30, 2018 and sets forth regulatory updates for cellular devices. The new Resolution modifies Resolution № RCS-332-2013 and amends the existing approval process.

Key changes are as follows:

  • To apply for homologation, the applicant must meet the requirements for the registration by the General Quality Directorate (DGC) of the Superintendency of Telecommunications (SUTEL). The applicant must deliver the required documents to the SUTEL office in person.
  • The approved device must be labeled with the corresponding physical mark (must be affixed to the internal part of each approved device) or an e-label that is accessible through the menu of the device.
  • Market surveillance will be in force to ensure the compliance of the above labeling requirements.
  • Any changes to, or development of addition hardware versions, of an already approved cellular device will require an update to the current certificate.

Any SUTEL applications which were already underway prior to the release of № -358-2018 will continue to be approved under № RCS-332-2013.
