The Eurasian Economic Union (EAEU) consists of the following countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia.
Electrical and Electronic Equipment (EEE) marketed in the EAEU must undergo conformity assurance procedures to prove their compliance with EAEU Technical Regulation on the Restriction of the Use of Hazardous Substances in Electrical and Radio-electronic Product. The new regulation EAEU TR 037/2016 bans the use of 6 substances (lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers) as in the first EU regulation.
The technical regulation of the Eurasian Economic Union 037/2016 on restriction of the use of certain hazardous substances in Electrical and Electronic Equipment contains mandatory safety requirements for the protection of life, health, and the environment.
The devices listed in Appendix 1 to EAEU TR 037/2016 are subject to RoHS:
- Household electrical equipment
- Electronic computers and devices connected to them, including their combination
- Telecommunication terminal
- Copy machines and office electrical equipment
- Electric power tool
- Lighting equipment, including that embedded in furniture
- Electric music instrument
- Gaming machine and vending machine
- ATM, ticket printing machine, ID card readers, etc
- Cables, wires and cords for use at rated voltages less than 500 VAC and (or) DC, except fiber optic cables
- Automatic switches and protective devices
- Fire, security and fire-alarm detectors.
EAEU TR 037/2016 does not apply to:
- Electrical devices and radio electronics intended for use at a rated voltage of more than 1000 V AC and 1500 V DC, unless otherwise mentioned in Appendix Nο 1 to this technical regulation
- Electrical devices intended solely for use as components of electrical equipment not included in the list provided for in Appendix Nο 1 to this technical regulation
- Electric toys
- Photo voltaic panels (solar panels), which are part of the electrical products and radio electronics
- Electrical devices intended for use as part of ground and orbital space objects
- Electrical equipment intended exclusively for use in air, water, land and underground transport
- Electric batteries and accumulators, including those put into circulation on the territory of the Union as part of electrical products
- Electrical devices of second-use
- Measuring instruments
- Medical devices
Electrical and electronic equipment may only be manufactured and released into the EAEU countries if they are in compliance with the requirements of this and other Technical Regulations of the EAEU and the conformity of the products has been confirmed with the EAC marking. The conformity assessment is carried out in the form of an EAEU Declaration of Conformity (DoC) and may be replaced upon request of the applicant with a Certificate of Conformity (CoC) scheme.
