Argentina’s ENACOM Designates 71-76 GHz and 81-86 GHz Bands for Fixed Satellite Services (FSS)

On December 3, 2024, Argentina’s Entre National de Communications (ENACOM) published Resolución 1188/2024,  which allocates two key frequency bands for Fixed Satellite Services (FSS): 71-76 GHz for Space-to-Earth communications and 81-86 GHz for Earth-to-Space communications. This allocation aligns with international trends in satellite communications and supports Argentina’s growing demand for advanced satellite connectivity.

These frequency bands fall within the extremely high-frequency (EHF) spectrum, also known as the “E-band.” This spectrum is ideal for high-capacity data transmission, making it critical for applications such as broadband internet, 5G back haul, and other bandwidth-intensive services. The move positions Argentina to capitalize on the potential of satellite-based solutions to bridge connectivity gaps, particularly in remote and underserved areas.

ENACOM’s allocation adheres to the guidelines established by the International Telecommunication Union (ITU). Authorized users of these frequency bands will be required to comply with the outcomes of the 2027 World Radio communication Conference (WRC-27). Specifically, this includes adherence to limits on power flux-density (PFD) and equivalent isometrically radiated power (EIRP) for satellite services. These measures ensure that the use of these bands minimizes interference and remains compatible with existing and future telecommunications systems.

As part of the resolution, ENACOM has stipulated that FSS permit holders must adapt their operations as needed to comply with any future regulations stemming from the WRC-27 proceedings. This proactive approach underscores the importance of regulatory flexibility in a rapidly evolving technological landscape.

In addition, ENACOM is taking a pragmatic approach to equipment testing. While local testing capabilities are still under development, the resolution allows for the acceptance of foreign test reports. This measure streamlines the approval process for FSS equipment, enabling faster deployment of services while Argentina builds its local testing infrastructure.
