Nicaragua’s New Telecom Law: Paving the Way for 5G, IoT, and Digital Transformation

On November 6, 2024, Nicaragua took a significant step toward modernizing its telecommunications sector by enacting the General Law of Convergent Telecommunications (Law No. 1223/2024). This regulation replaces the outdated Law No. 200 and brings Nicaragua in line with global trends, paving the way for the adoption of emerging technologies such as 5G, the Internet of Things (IoT), and advanced mobile internet services.

The new law reflects a forward-looking approach to telecommunications, focusing on inclusivity, innovation, and modernization. At its core, it grants the Nicaraguan Institute of Telecommunications and Postal Services (TELCOR) enhanced authority to:

  • Manage the Radio Spectrum: TELCOR will oversee spectrum allocation, ensuring efficient use to support 5G networks and other technologies.

  • Set Fees: The regulator can define fair and transparent pricing mechanisms for spectrum and licensing.

  • Oversee Equipment Type Approval: Devices must comply with international standards, ensuring quality and safety. New labeling requirements will also provide consumers with clarity and confidence when purchasing approved equipment.

Recognizing the need to close the digital divide, the law introduces targeted incentives to expand connectivity in underserved rural areas.
