On January 15, 2025, the Ministry of Communication and Digital (KOMDIGI) issued Ministerial Decree KOMDIGI No. 13/2025. This regulation sets the framework for recognizing foreign test laboratories for the certification of telecommunication devices and equipment. The decree aims to ensure that these international labs meet Indonesia’s technical standards, thereby supporting the SDPPI/DJID certification process.

Key Points of the Decree

1. Designation of Approved Foreign Test Labs
The decree includes an appendix that lists recognized foreign test laboratories. It covers labs that were previously recognized on a unilateral (non-MRA) basis. To be eligible, these test labs must have completed re-registration or verification processes by November 1, 2024.

2. Validity Period
The regulation is effective from January 1, 2025, until December 31, 2026. This defined period helps industry stakeholders plan for certification compliance during these two years.

3. Conditions for Test Report Usage
Test reports issued by the recognized foreign test labs can be used as supporting documents for SDPPI/DJID certification applications. To qualify, reports must be generated at the test lab’s location and adhere to the telecommunication device type and testing scope specified in the decree’s appendix. Testing may also be performed by other foreign test labs designated under this decree or by those recognized under a Mutual Recognition Agreement (MRA), according to applicable regulations.

4. Digital Signature Requirements
All test reports issued from April 1, 2021, onward must include a digital signature. This requirement ensures the authenticity and security of the test reports.
