Innovation, Science and Economic Development Canada (ISED) has released several new and revised Radio Standards Specifications (RSS) and Standard Radio System Plans (SRSP) for public consultation. These draft standards are aimed at regulating and enabling the efficient, flexible use of broadband equipment in the 27.5–28.35 GHz millimeter wave (mmWave) band, a critical spectrum range for the future of 5G and next-generation mobile technology.
The updates include new certification standards, compliance measurement procedures, and technical requirements for fixed, mobile, and flexible use broadband systems.
Key Draft Standards Under Consultation
1. RSS-193, Issue 1
Title: Flexible Use Broadband Equipment Operating in the Band 27.5–28.35 GHz
This new specification outlines the technical requirements for certification of equipment operating in the 27.5–28.35 GHz band, including devices used for fixed and mobile broadband services. This aligns with Canada’s move to encourage flexible spectrum use and support 5G expansion.
2. RSS-102.IPD.MEAS, Issue 2
Title: Measurement Procedure for Assessing Incident Power Density (IPD) Compliance
Key proposed changes:
- Extends coverage to all portable devices operating between 6 GHz and 300 GHz.
- Adds new requirements for hand exposure during voice calls.
- Updates reference standards to IEC/IEEE 63195-1.
- Provides preliminary guidance on time-averaged incident power density assessments.
3. RSS-102.IPD.SIM, Issue 2
Title: Simulation Procedure for Assessing Incident Power Density (IPD) Compliance
Key proposed changes:
- Expands scope to portable devices operating between 6 GHz and 300 GHz.
- Updates simulation assessment methods to align with IEC/IEEE 63195-2.
4. SRSP-522, Issue 1
Title: Technical Requirements for Non-Competitive Local Licensed Systems in the 27.5–28.35 GHz Band
This new SRSP sets minimum technical requirements for the non-competitive licensing of local fixed and mobile broadband systems. It aims to ensure efficient use of the 27.5–28.35 GHz band for:
- Fixed systems
- Mobile systems
- Flexible use broadband deployments
