Last week, ANATEL issued Official Letter 81/2025 in response to a request from the OCDs Committee, aiming to clarify what qualifies as an “indoor environment” for the use of the 5150–5350 MHz (WLAN B1/B2) frequency range in vehicles.
According to Act 14448, an indoor environment is one that reduces radio emissions through signal attenuation (such as through walls or vehicle enclosures). Based on this, ANATEL confirmed that only fully enclosed vehicles—like cars and trucks—can operate in this band.
As a result, motorcycles, tuk-tuks, and convertible cars do not qualify as indoor environments and cannot use the 5150–5350 MHz frequency range.
This clarification ensures alignment with items 3.1.48 and 11.2 of Act 14448.
