Vietnam – MIC Issues Guideline No. 2902/BTTTT-KHCN

On August 28, 2019, MIC Vietnam issued Guideline No. 2902/BTTTT-KHCN application and implementation of Circular No. 05/2019/TT-BTTTT.

Highlights of the new regulations are as follows:

  • MIC accepts test reports from ISO 17025 accredited test lab for some local standards (QCVN standards listed in the circular).
  • For testing requirements in extreme conditions, MIC will continue to accept the declaration of conformity on the product datasheet or the test result from ISO 17025 accredited test labs’ overseas reports.
  • Accepts the same report under QCVN 63:2012/BTTTT for the DVB-T2 TVs which have same chassis.
  • Accepts EN 55032/CISPR 32 or higher version reports (from accredited/designated labs) for declaration of conformity under QCVN 118:2018/BTTTT.
  • Declaration of Conformity (DoC) for lithium battery still require the test reports from accredited/designated test labs.
  • For testing lithium battery, if the importers import small quantities, importer can send a request letter to VNTA and clarify the importing purpose, then VNTA will accept the IEC 62133 report from ISO 17025 test labs.

MIC officer-in-charge has confirmed that Bluetooth, 2.4GHz, Zigbee and 2.4GHz wireless with power under 60mW will still be exempt due to remark (**) at the bottom of Appendix I of Circular 05/2019/TT-BTTTT.

(**) Short-range radio transmitters, transceivers are stipulated in Circular no.46/2016/TT-BTTTT dated December 26th, 2016 issued by MIC on regulate the list of license-free frequency bands for radio devices, amended and supplemented by Circular no.18/2018/TT-BTTTT dated December 20th, 2018. Short-range devices do not include receiver; Radio equipment operating in the 2.4 GHz band and using spread spectrum modulation techniques with EIRP power less than 60mW; Radio access equipment operating in the 5 GHz band with EIRP power less than 60 mW. Type Approval certification and Declaration of Conformity shall be allowed if the device meet the requirement of frequency range and exploiting accordingly.
