Vietnam – MIC Officially Issues 04/2018/TT-BTTTT

MIC Vietnam officially issues 04/2018/TT-BTTTT dated May 8, 2018 to replace existing Circular 42/2016/TT-BTTTT – Regulations on the list of potentially unsafe products and goods under the management of the Ministry of Information and Communication. The circular shall take effect from July 1, 2018 and has some major changes to in comparison to current regulations.

Highlights of the new regulations:

  • Bluetooth and Wifi devices are switched to short range radio devices.
  • Short range radio transmitters and receivers shall be subject to TA certification and Declaration of Conformity (with a transmit power less than 60mW). This translates to mandatory TA for BT, WLAN and other IoT products.
  • Many devices (transmitters and transceivers) will be will be exempt from TA certification but still require DoC. – Non-Radio devices will be moved to Appendix II, list of products subject to DoC.
    – Radio devices using old and obsolete techniques are exempt.
  • EMC compatibility standards will be exempt from TA certification but require DoC certification.
  • Compliance is only required for safety requirements as set forth in 2.6 of QCVN 101:2016/BTTTT for lithium batteries for laptops, cell phones and tablets.
  • Total lead time for acquiring certification will be shortened.
