Brazil ANATEL Publishes Act No. 2105/2025: New WWAN & IoT Certification Requirements

On February 14, 2025, Brazil’s telecommunications authority, the Agência Nacional de Telecomunicações (ANATEL), announced the publication of Act No. 2105/2025. This new regulation updates the technical requirements for Wireless Wide Area Network (WWAN) devices by revising the previous Acts 3151 and 3152. Act 3151 covered ETA devices (excluding mobile phones), while Act 3152 focused on mobile phone standards. The revised act will take effect on August 13, 2025, marking a major shift in Brazil’s telecommunications framework.

Key Updates and Amendments

Enhanced Certification for Emerging Technologies:
The new act introduces certification requirements for equipment using emerging technologies, with a strong focus on Internet of Things (IoT) devices.

New Compliance Assessments:
Devices employing advanced technologies—such as 5G NB-NTN (Narrow Band Non-Terrestrial Networks), 5G RedCap (Reduced Capability), and 4G LTE Cat 1bis—will now face rigorous compliance assessments.

Updated Normative References:
The regulation also updates the normative references for mobile phone and ETA certifications. This change ensures that laboratory testing complies with the latest 3GPP standards, keeping Brazil aligned with global telecommunications practices.
