Canada ISED’s Latest Updates: Recognizing Partial Scopes and Expanding Accreditation for Wireless Testing

The rapidly evolving landscape of wireless communication demands continual adaptation and precision in testing and certification processes. Recognizing this need, Innovation, Science and Economic Development Canada (ISED) has implemented pivotal changes to support the testing laboratories and certification bodies involved in the assessment of wireless devices. These changes pertain to the recognition of partial scopes for testing laboratories and the expansion of accreditation scopes for certification bodies.

Recognition of Partial Scopes for Testing Laboratories

Under the newly updated policy titled “Decisions on New Requirements for Wireless Device Testing Laboratories,” ISED now allows testing laboratories to request recognition of partial scopes. These requests are evaluated on a case-by-case basis to ensure compliance and adaptability to emerging technologies. In a move to streamline processes, ISED is also publicly listing all acceptable partial scopes on their official “Testing Laboratory Scope of Recognition – Mutual Recognition Agreements/Arrangements” webpage on canada.ca. For scopes not listed, laboratories are required to continue submitting requests via the General Inquiry form to gain recognition for parts of technical standards.

Expansion of Accreditation Scopes for Certification Bodies

Responding to the technological advancements in the wireless sector, ISED has expanded its Radiocommunication and Broadcasting Equipment Scopes of Accreditation. This expansion introduces a new Radio Scope 8, specifically designed to encompass devices operating at frequency bands above 95 GHz. However, not all associated testing laboratories have the resources or see a feasible business case to upgrade equipment for this new scope. As a result, ISED has decided to list the RSS-295 standard, which covers Licence-Exempt Radio Apparatus Operating in the Frequency Bands between 116-123 GHz, 174.8-182 GHz, 185-190 GHz, and 2414-246 GHz, under this new radio scope exclusively.
