Canada – New Radio Standard Specification

The Innovation, Science and Economic Development Canada (ISED) has published Radio Standard Specification 130, Issue 2, for equipment operating in the frequency bands 617-652 MHz, 663-698 MHZ, 689-756 MHz and 777-787 MHz. The new standard replaces RSS-130, Issue 1 and took effect in February 2019. However, a transition period of six months will be provided and during this time, both RSS-130, Issue 1 or Issue 2 are accepted for the certification process.

The main changes include:

  1. The frequency bands 617-652 MHz and 663-698 MHz and the related requirements were added to the Standard.
  2. A  provision for a transition period regarding RSS-130 Issue 1 was added.
  3. “Equivalent isotopically radiated power” (e.i.r.p.) characteristic of equipment was changed to “effective radiated power” (e.r.p.).
  4. A clarification was made that the equipment’s unwanted emission limit shall be met at the highest and lowest frequency of the frequency block range that contains the equipment operating frequencies.
  5. The Standard clarifies that equipment’s measurement shall be performed only with the carrier frequency set at the lowest frequency and the highest frequency in each frequency band.
  6. A guidance was added on determining the occupied bandwidth when measuring frequency stability limits for equipment able to transmit numerous channels simultaneously.
  7. The measurement section for multiple antennas was removed as this measurement method is defined in ANSI C63.26, Transmitter Compliance Test Standards used in the US National Licensed Radio Service (see RSS-Gen, General Requirements for Radio Compliance).
