China – New RFID Regulations for the 900MHz Band

In an effort to boost the radio industry and streamline the management of Radio Frequency Identification (RFID) equipment, China has published the provision “MIIT No [2024] No. 76”, for RFID Equipment in the 900 MHz band. This move, set to enhance spectrum efficiency and maintain orderly airwaves, aligns with existing laws such as the “Radio Management Regulations,” “Radio Frequency Allocation Regulations,” and “Radio Transmission Equipment Management Regulations” of the People’s Republic of China.

Key Highlights of the New Regulations

Scope and Application: The regulations focus on the modulation and encoding of radio frequency signals for non-contact data transmission between RFID readers and tags. RFID technology is widely used in various sectors including public security, production management, logistics, and traffic management. The rules apply to the development, production, import, sale, and use of RFID equipment operating within the 920-925MHz frequency band.

Compliance and Approval: RFID equipment manufactured or imported for domestic use must meet the “Technical Requirements for Radio Frequency Identification (RFID) Radio Transmission Equipment in the 900MHz Band” and secure model approval from the national radio regulatory agency.

Proximity to Railway Tracks: Installing RFID equipment within 33 meters of a railway track’s centerline requires approval from the State Railway Administration or the Regional Railway Supervision and Administration Bureau.

Transition from Old Regulations: The new regulations stipulate that, starting November 1, 2024, the national radio regulatory agency will not approve new applications for RFID equipment in the 840-845MHz band. Equipment approved under the old frequency band can continue to be used until decommissioned.

Repeal of Previous Regulations: The new regulations will replace the “800/900MHz Band Radio Frequency Identification (RFID) Technology Application Regulations (Trial)” effective November 1, 2024.

These regulations represent a significant step towards modernizing China’s approach to managing RFID technologies, ensuring better compliance with international standards and improving operational efficiency across multiple industries.
