Chinese authorities recently published the RoHS2 conformity rules. The State Administration for Market Regulation (SAMR) and the Ministry of Industry and Information Technology (MIIT) jointly issued the Implementation Measures for Conformity Assessment System for the Restricted Use of Hazardous Chemicals in Electrical and Electronic Products on May 16, 2019.
Under China RoHS2, the restricted substances are:
- Cadmium and its compounds
- Mercury and its compounds
- Lead and its compounds
- Hexavalent chromium and its compounds
- Polybrominated biphenyls
- Polybrominated diphenyl ethers
Manufacturers must complete conformity assessments for the following 12 product types by November 1, 2019.
- Refrigerators
- Air conditioners
- Washing machines
- Electric water heaters
- Printers
- Copiers
- Fax machines
- Televisions
- Monitors
- Microcomputers (desktop with necessary peripherals, laptops, tablets)
- Mobile communication devices
- Telephones
Suppliers of electrical and electronic devices may select from two schemes to demonstrate compliance. The system also introduces two logos that can be used, depending on which scheme the manufacturer selects. These logos are China Green Product logos and do not replace the existing China RoHS logo, which must still be used.
Voluntary Certification Scheme – Manufacturers may choose to have a certification body approved by MIIT to certify the products according to relevant requirements of GB/T 27065 and RB/T 242, with market surveillance every year. The certification body shall submit the certification result information to the public service platform within 5 working days after the product obtains the certification.
Supplier’s Self Declaration Scheme – Manufactures may conduct self-evaluation to demonstrate compliance with hazardous substance restriction limits in electrical and electronic products. Companies that have chosen to self-declare must submit information, along with relevant supporting technical materials, to the platform within 30 days after their products are placed on the market.
