FCC Invites Public Input on Proposed Covered List Update for Connected Vehicle Technologies

FCC Covered List update

The FCC is requesting public comment on a potential update to its Covered List—a roster of communications equipment and services considered a threat to U.S. national security. The proposal follows a Commerce Department determination that certain connected vehicle technologies linked to China and Russia pose “unacceptable risks.”

What’s at Stake?

According to a January 2025 rule from the Department of Commerce’s Bureau of Industry and Security (BIS), technologies from PRC- or Russia-controlled entities—specifically:

  • Automated Driving Systems (ADS)

  • Completed Connected Vehicles

  • Vehicle Connectivity Systems (VCS) Hardware

  • Software within VCS Hardware

—may allow foreign adversaries to access or manipulate U.S. vehicles and exfiltrate data.

Proposed FCC Actions

The FCC is considering whether to:

  • Add these technologies to the Covered List.

  • Require manufacturers to certify they are not using restricted equipment in applications for equipment authorization.

  • Define how “intent to include in a U.S. vehicle” should be interpreted for VCS hardware.

This is the first time the FCC is proposing Covered List additions without naming specific companies, focusing instead on technology categories and country of origin.
