FCC Updates Guidance on Referencing Test Data for Equipment Authorization

The FCC has released Publication 484596 D01 Referencing Test Data v03 (published March 21, 2025), replacing the previous v02r03 version. This updated guidance outlines how manufacturers and labs can reference test data from previously authorized equipment in new applications.

What’s New in v03?

  • No more ECR KDB Inquiry required – The TCB now fully vets the data referencing proposal.

  • Stricter structure – Only component removal is allowed for data referencing.

  • New spot-check requirements – RF Exposure spot checks must now be expressed in linear units, improving consistency.

  • More examples included for clarity.

Transition Period Until April 30, 2025

Either v02r03 or v03 may be used during this time—but not both. The chosen procedure must be followed entirely.

This update simplifies the process and shifts more responsibility to the TCB, streamlining certification for manufacturers reusing prior test data.
