ISED Canada Update: Family Certification Now Mandatory for Multiple PMNs

ISED Canada Family Certification

Effective June 30, 2025, Innovation, Science and Economic Development Canada (ISED) will require all certification applications with multiple Product Marketing Names (PMNs) to be submitted as Family Certifications.

This new policy means that entering more than one PMN in a single field (separated by slashes, commas, dashes, etc.) will no longer be allowed. If your product has more than one PMN or HVIN (Hardware Version Identifier), it must now follow the family certification process.

Why This Change Matters for Radio Equipment Approval

ISED is enforcing stricter clarity in how devices are listed and approved. A family certification ensures that:

  • Each product variation is clearly defined

  • Each PMN is uniquely identified

  • Approvals are better aligned with actual product configurations

This change affects all manufacturers submitting devices for ISED Canada equipment certification.

What Is a Family Certification?

A family certification groups multiple product versions under a single application. These product versions may share the same HVIN or PMN but differ in other details.

According to Section 9.3 of ISED’s RSP-100:

  • If more than one PMN exists for a single HVIN, it’s a family.

  • If more than one HVIN exists for a single PMN, it’s also a family.

  • Every product version must have at least one unique field—typically the PMN.

Fee Structure: One Fixed Application Fee

There’s good news. Since 2023, ISED has adopted a flat fee per application, regardless of how many models (product versions) are included.

There are no additional charges for including multiple PMNs or HVINs in a single family application.

Examples of Correct Family Certification Submissions

To avoid rejection, follow these approved formats:

Example 1: One PMN, Multiple HVINs
  • PV1 = HVIN1 + PMN1

  • PV2 = HVIN2 + PMN1

  • PV3 = HVIN3 + PMN1

  • PV4 = HVIN4 + PMN1

  • PV5 = HVIN5 + PMN1

Example 2: One HVIN, Multiple PMNs
  • PV1 = HVIN1 + PMN1

  • PV2 = HVIN1 + PMN2

  • PV3 = HVIN1 + PMN3

  • PV4 = HVIN1 + PMN4

  • PV5 = HVIN1 + PMN5

These entries should be made on the “List of Radio Models” page in SpectraWeb.

What Will Be Rejected Starting June 30, 2025?

If you submit an application that includes:

  • More than one PMN in the same field

  • PMNs separated by characters like commas, slashes, or dashes

  • A single application for products that qualify as a family

Then your application will:

  • Be automatically returned to the Certification Body (CB)

  • Be refunded, with resubmission required as a family application

How to Prepare for the ISED Family Certification Rule

To stay compliant:

  • Review all current and planned product submissions

  • Submit a family application if more than one PMN or HVIN exists

  • Avoid combining PMNs in one field in SpectraWeb
