As of July 1, 2024, significant amendments came into effect concerning the import regulations of certain goods into Israel, specifically concerning EMC and safety requirements. These changes do not affect RF conformity requirements but introduce a new approach to demonstrating compliance.
New Options for Demonstrating Safety Conformity:
Option 1: Certificate of Conformity
- Importers can obtain a certificate of conformity from SII
Option 2: Self-Declaration of Compliance
- Importers may now opt to self-declare compliance with either an Israeli official standard or an approved international standard deemed acceptable by the Ministry of Economy (MoE).
- It is mandatory for importers to maintain a technical file for each model or shipment. This file must be available within 144 hours upon request by the MoE for market or customs surveillance activities. The content of this technical file must adhere to the specifications outlined in the first addendum of the Israeli Import and Export Ordinance.
Understanding the Amendments:
Previously, the import of goods meeting Israeli standards could be streamlined by obtaining a certificate of conformity or an MoE waiver for HS code level. Post-amendment, the MoE waiver will be discontinued, and all existing waivers will be canceled, aligning with the new regulations.
Increased Surveillance and Penalties:
With these regulation changes, the MoE plans to intensify market and customs surveillance. Non-compliance could result in:
- Financial penalties,
- Product recalls,
- Import bans,
- Criminal charges.
