Mexico – Summary of New Conformity Assessment Procedures

In response to the many new changes to the conformity assessment procedures for radio/telecom devices in Mexico, iCertifi has created the following summary.

4 New Approval Schemes are Available for Radio/Telecom Conformity

Scheme 1 – Batch Certification: This certification is for a specific number of units and for one shipment only.
• Requires 2 samples.
• All units must be same brand and model.
• It requires a full list of the serial numbers in the batch.
• This certification scheme has no Market Surveillance.

Scheme 2- Multiple Batch Certification with Surveillance: This certification is for more than one batch of products of the same brand and model, to be imported X number of times.
• Requires 2 samples.
• All units must be same brand and model.
• Does not require serial numbers, but a list of each batch and the number of units to be imported with each one.
• Certificate can be extended to include more batches (additional cost will apply) but not for additional models.
• Market Surveillance will be required and selected for approximately 5 to 15% of all multiple batch certificates issued by the Certification Body.

Scheme 3 – Family Certification with Surveillance: This certification applies to products of the same brand that have the same technical specifications.
• Requires 4 samples (two pairs of different models, representative of the family).
• There is no limit to the number of models to be listed on the certificate.
• The certificate can be extended/modified to include more models without limit (with cost and review, but no testing needed for the additional models)
• Models’ differences must be only appearance variations, same functionality.
• Market Surveillance will be required and selected for approximately 5 to 15% of all family certificates issued by the Certification Body.

Scheme 4 – Device certification with Surveillance: This certification is for IoT devices or short-range communication parts/devices contained in an end device.
• Requires 2 samples.
• Documentation for both the part/device to be certified AND each end device that will contain it.
• Certificate is issued to the part/device and will list all end devices in which the device is incorporated.
• Certificate can be extended to add more end products without limit (additional cost will apply for the process and review of documentation)
• All end products listed must be the same brand.
• Market Surveillance will be required and performed on end devices. 50% of certificates will be selected; for device certificates that include multiple products, 1/3 of listed products must be tested.

Other general considerations:

• The Certification Body will carry out the logistics of receiving and sending the sample to the laboratory.

• The validity of the test report will be 60 business days from when it was issued.

• All documentation must now be complete before testing is started due to new time constrictions to complete the process, or risk  cancellation of the Certificate of Conformity.

• Only NEW products can be certified under any of the approval schemes.
