As of February 16, 2025, Saudi Arabia has implemented a new technical regulation for IT and telecommunications devices, affecting the Conformity Certificate issuance process under the SABER Platform. This change impacts manufacturers, importers, and businesses dealing with telecommunications products in the Kingdom.

Transition from CST to SABER for Telecommunications Product Certification

With this new regulation, the process of issuing Conformity Certificates for telecommunications products has transitioned from the Communications, Space & Technology Commission (CST) to the SABER Platform.

This means that:

  • A separate CST Type Approval is no longer required for most telecommunications products.
  • However, certain products will still require CST Type Approval Certificates.
  • Products subject to SABER technical regulations for telecommunications devices will be determined by their Harmonized System (HS) Code.

How This Affects Manufacturers & Importers

If your product falls under SABER’s new technical regulations, you must obtain Conformity Certificates through the SABER platform, rather than through CST. However, for specific products that still require CST Type Approval, businesses must continue complying with CST regulations.
