Manufacturers and importers have a transition period which will end on February 2, 2019, to meet the new requirements and procedures for Registration and Energy Efficiency Certification of Lamps in Paraguay.
The Paraguayan Government published Resolution № 804 that regulates Decree № 7103 of 27.04.2017 and creates the “Register of Manufacturers and Importers of Incandescent and Fluorescent Lamps” under the authority of the Ministry of Industry and Trade of Paraguay.
The Resolution entered into force on August 13, 2018 and establishes the requirements and procedures, as well as the conditions that will be required to grant the Prior Import Licenses, which must include the mandatory Energy Efficiency Certificate for such products.
The Resolution applies to manufacturers and importers of the following products:
- Incandescent lamps with tungsten filament for general lighting
- Fluorescent lamps for general lighting with built-in ballast
- Single socket fluorescent lamps for general lighting
- Double socket fluorescent lamps for general lighting
- The registration is valid for 1 year.
The Resolution also establishes the regime applicable to the Prior Import License for the importation of the lamps covered in the document. The requirements for accessing the Prior Import License must be processed through the Platform of the Single Import Window of the National Customs Directorate by submitting certain specified documents. Prior Import Licences are granted for a period of 30 days and may be extended.
Manufacture, importation, and commercialization of the lamps in the scope are subject to certification by a certification body accredited by the National Accreditation Body (ONA) and must be affixed with the appropriate energy efficiency label.
