Government Decree No. 353

Appendix 18 of Decree 353 was amended by Decree of the Government of the Russian Federation No. 1133 on July 10, 2023, changing the process for granting certifications of compliance in accordance with a streamlined scheme.

These are the key modifications:

  • The streamlined scheme’s deadline for making declarations has been extended until September 1, 2024.
  • Additionally, items may be imported into the Russian Federation without the necessary labeling required up until September 1, 2024.
  • The applicant is required to confirm the complete conformance of the products beginning September 1, 2023, after filing the declaration under the simplified scheme and before its validity expires (we remind you that the term is 6 months).
  • The applicant decides whether to post information about a declaration that was created using a streamlined scheme on the Federal Accreditation Service website. Additionally, retail goods sales are prohibited if the applicant chooses not to submit information.

Appendix No. 18 to Decree of the Government of the Russian Federation No. 353 established the possibility of issuing streamlined declarations by allowing the substitution of a declaration of conformity based on evidence obtained with the assistance of third countries for the mandatory certification and declaration of products.
