Rwanda – RURA Regulations No. 012/R/STDICT/RURA/2021 for Electronic Communications Equipment

Regulations No. 012/R/STDICT/RURA/2021

The Rwanda Utilities and Regulatory Authority, (RURA), has published Regulations No. 012/R/STDICT/RURA/2021 Governing Importation, Supply and Type Approval of Electronic Communications Equipment. This Regulation repeals Regulations No. 011/R/STDICT/RURA/2020 and entered in force upon publication in the Official Gazette.

Important changes include:

  • Type Approval by one of the following regimes:
    • simplified type approval regime (requires a Certificate of Compliance issued by a National Regulatory Authority or a Conformity Assessment Body recognized by RURA)
    • standard type approval regime
  • RURA can issue a Provisional Certificate for 6 months for:
    • equipment for trial, research or demonstration purposes on a noncommercial basis
    • test equipment in an accredited test laboratory in Rwanda
  • Type Approval certificates issued after the publication of these Regulations are permanent.
  • According to Article 39: Type Approval certificates issued before the publication of these Regulations remain valid until their expiration date.

Both types of approval will require one normal sample however, the applicant may request a waiver of the sample due to the nature or size of the sample. Local representation is mandatory in either type approval process in Rwanda.
