Saudi Arabia ; Public Consultation on Light Licensing Regulations for 6 GHz Band

The Communications, Space & Technology Commission (CST) of Saudi Arabia has launched a public consultation on the Light Licensing Regulations Annex for the 6 GHz frequency band, open for feedback until November 20, 2024. This consultation represents a critical step toward optimizing the 6 GHz band for high-power applications while ensuring coexistence with existing uses like fixed-satellite services (FSS) and fixed point-to-point (P2P) communications.

The Importance of the 6 GHz Band

The 6 GHz frequency band is gaining attention worldwide due to its potential for supporting next-generation wireless technologies, including Wi-Fi 6E and future 5G applications. High-power use within this band can significantly enhance wireless capacity, making it possible for users to experience faster speeds and reduced latency. In Saudi Arabia, CST’s interest in light licensing for the 6 GHz band aligns with the country’s broader goals to advance digital transformation and establish itself as a technology hub.

Ensuring Compatibility and Coexistence

The challenge, however, is to introduce high-power applications without disrupting existing services that also rely on the 6 GHz band. Fixed-satellite services, for example, play an essential role in satellite communication, while fixed P2P links are vital for reliable back-haul connections across telecom networks. The Light Licensing Regulations Annex proposed by CST seeks to establish a framework that allows high-power applications to operate safely alongside these services, mitigating risks of interference.

Benefits of a Light Licensing Model

A light licensing approach offers a middle ground between unlicensed and fully licensed spectrum, combining flexibility with control. Through this model, CST aims to provide users with easier access to the 6 GHz band for high-power applications while setting necessary operational conditions. This flexible licensing model could support the efficient, shared use of spectrum, fostering innovation while maintaining service reliability across users.

Call for Public Engagement

CST encourages all stakeholders, including technology companies, satellite operators, and telecommunications providers, to contribute to this consultation. By sharing insights and recommendations, participants can help shape a balanced and effective regulatory framework. This input is essential to achieving a solution that maximizes the benefits of the 6 GHz band for high-power applications while safeguarding essential services that rely on this spectrum. The consultation can be accessed here and is open for comments through November 20, 2024.

This consultation marks a significant opportunity for Saudi Arabia to refine its approach to spectrum management in alignment with global best practices, supporting a more dynamic and resilient digital landscape.
