In 2018, The Saudi Standards, Metrology and Quality Organization (SASO), launched a new certification system called SALEEM, in an effort to ensure the safety and quality of products imported into the Kingdom of Saudi Arabia. On January 1, 2019, SASO implemented an electronic platform as apart of SALEEM, called the SABER certification system.
SABER allows importers an online system to issue the required certificates of conformity for consumer goods entering into KSA. It was developed to speed up the certification process, reduce the time required for clearance of products by customs and protect KSA businesses and consumers from non-conforming products. Product types will gradually be introduced into SABER and currently include:
- Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances
- Gulf Technical Regulation on Children Toys
- Technical Regulation for Lubricating Oils
Once the product type becomes mandatory on SABER, SASO CoC can no longer be issued.
The process of the SABER system is divided into three steps:
- Step 1: Registration – The importer sets up their account and provides basic information on the product, such as HS code and product category.
- Step 2: Product Certificate – The importer applies for product certificates and approval. A product certificate is mandatory for all items except free trade items. The certificate is valid for one year.
- Step 3: Shipment Certificate (SCoC) – It is required for every single shipment and is only valid for the specific shipment. The importer will upload an invoice and apply for SCoC.
SASO certificates can still be issued for most products. However, with the implementation of SABER it is very important to know which products become mandatory on the new system. Please contact iCertifi to confirm how to manage the switch.
