The Regulatory Authority for Electronic Communications and Postal Services (RATEL) in Serbia has published a new Rulebook on Radio Equipment. Officially published in the gazette RS 24/2024 on March 22, 2024, the new rules introduced by the Ministry of Information and Telecommunications (MIT) mark a pivotal shift in the regulatory landscape for electronic communications devices within the country.
Overview of the New Regulations
The updated regulations encompass all radio equipment but specifically exclude several categories such as equipment used by radio amateurs, marine and aviation sectors, and devices designed for state activities in public safety and national security. These exclusions ensure that specialized equipment continues to operate under tailored frameworks that better suit their specific operational contexts.
Key Changes and Their Implications
The most notable changes in the regulation are the phasing out of Serbian Certificates of Conformity (CoCs) and the transition to the CE Marking recognized across the European Union. Starting from June 1, 2024, when the new Rulebook takes effect, the validity period for new CoCs will be set at 5 years. However, a significant turning point will occur after December 31, 2026, when Serbian CoCs will no longer be mandatory. From January 1, 2027, the CE Mark alone will suffice for radio products in Serbia, aligning the country with the EU’s Radio Equipment Directive (RED).
Timeline for Implementation
The transition timeline is clearly defined to provide a smooth adjustment period for manufacturers and suppliers:
- June 1, 2024: New regulations come into effect.
- Until December 31, 2026: Transition period during which the existing CoC can still be used.
- From January 1, 2027: CE Mark becomes the sole certification mark required for the Serbian market.
This phased approach helps stakeholders adapt to the new requirements without abrupt disruptions to their operational processes.
