As Singapore approaches the decommissioning of 3G networks, set for July 31, 2024, it’s crucial for both consumers and businesses to understand the changes and the steps required to ensure continued safety and compliance. The cessation of 3G networks marks a significant shift in the telecommunication landscape, particularly impacting emergency communication capabilities.
Key Changes and Requirements
The Infocomm Media Development Authority (IMDA) has highlighted important information regarding handsets with Voice over LTE (VoLTE) capabilities that currently rely on 3G networks for emergency calls. According to the IMDA survey titled ‘EMERGENCY CALLS FOR MOBILE TERMINALS’ conducted on March 13, 2024, it was found that certain handsets, especially those registered before 2020, may lose the ability to dial emergency services (999) via 3G fallback mechanisms once the network is decommissioned.
For Handset Suppliers and Manufacturers:
- Update Listings: Add handsets with the 3G fallback mechanism to the list in Annex A, irrespective of their registration year with IMDA.
- Cease Sales: Stop selling handsets that use the 3G fallback mechanism for emergency calls and publicly list these models on your website to inform consumers.
- Verification Needed: Confirm the fallback mechanism’s functionality with the manufacturer, especially for handsets listed in Annex A and registered before 2020, and provide a response to IMDA by June 30, 2024.
Compliance and Consequences
Failure to comply with these directives can lead to deregistration of the equipment listed in Annex A. Under the TELECOMMUNICATIONS (DEALERS) REGULATIONS, selling unregistered equipment is illegal and may result in enforcement actions by IMDA.
Take Action
This transition is not just about technology upgrades but ensuring the safety of users in emergencies. Handset suppliers and manufacturers must take immediate steps to address these changes to help maintain the integrity and safety of emergency services for all Singaporeans.
