Singapore – IMDA Opens Public Consultations on Cellular Base Station and Mobile Terminal Specifications

The Info-communications Media Development Authority (IMDA) of Singapore has opened two public consultations from September 24 to October 8, 2024, inviting stakeholders to provide feedback on two draft technical specifications: one for Cellular Base Stations (CBS) and another for Cellular Mobile Terminals (CMT). These consultations aim to refine the technical standards that govern mobile communication systems in Singapore, ensuring they remain aligned with international best practices and the needs of the local market. Below is a brief summary of each consultation:

1. Cellular Base Station and Repeater System Specification (IMDA TS CBS)

This draft outlines the technical requirements for cellular base stations and repeater systems that support 4G and 5G technologies. It covers important aspects such as:

  • Operating Frequencies: Defined frequency bands for 4G LTE and 5G New Radio (NR) systems.
  • Electromagnetic Compatibility (EMC) and Equipment Safety: Standards to ensure that devices operate safely without causing harmful interference.
  • Conformance Testing: A checklist for manufacturers to demonstrate compliance with key performance parameters such as spurious emissions, power output, and radio interface compatibility.

2. Cellular Mobile Terminal Specification (IMDA TS CMT)

This specification covers mobile devices, including handheld phones and modems, designed to operate in public mobile networks. Key features of the draft include:

  • Voice-over-LTE (VoLTE) Requirements: Devices must support VoLTE and ensure seamless interoperability with Singapore’s mobile operators.
  • Radio Frequency Safety: Devices must meet international safety standards for specific absorption rate (SAR) and power density to protect users from electromagnetic fields.
  • Technical Standards for 4G and 5G: The document specifies compliance requirements for operating in assigned frequency bands, ensuring devices can function on both LTE-Advanced and 5G networks.

How to Participate

Industry players, manufacturers, and the public are encouraged to review these drafts and submit their comments by October 8, 2024. All views and comments should be submitted in soft copies (Microsoft Word or PDF Format) to Telecoms_Standards@imda.gov.sg by 12 noon on the closing date. Please note that while IMDA will not publish the respondent’s name or comments, it may respond via email or seek further clarification if necessary.
