On October 31, 2024, Thailand’s National Broadcasting and Telecommunications Commission (NBTC) issued the new NBTC BS 3004-2567 technical standard, aimed at regulating digital broadcasting radio receivers. The notification introduces specific guidelines for manufacturers, ensuring compliance with technical and user accessibility standards.

The key focus of this regulation is to mandate technical conformity for devices that include digital audio broadcasting (DAB) capabilities, while exempting traditional FM/AM receivers.

Key Compliance Deadlines

Manufacturers must take note of the following effective dates:

  • Digital Broadcasting Radio Receivers in New Vehicles: Compliance required within 1 year (effective October 31, 2025).
  • Other Digital Broadcasting Radio Receivers: Compliance required within 120 days (effective February 28, 2025).

Early preparation for these deadlines is critical to ensure seamless market entry.

Impact on Traditional and Digital Radio Receivers

The regulation clarifies that traditional FM/AM radio receivers (including FM/AM/DAB hybrid receivers) will not require NBTC approval under the current or forthcoming technical standards.

However, manufacturers of devices equipped with digital broadcasting capabilities (DAB) must adhere to the new standard, ensuring:

  • Compatibility with Thai Profile for language display.
  • Availability of a user manual in Thai (with optional English documentation).

Dual Compliance for Combined Functions: Broadcasting and Telecommunication

Products featuring both broadcasting and telecommunication functions (e.g., DAB receivers with WiFi/Bluetooth) must undergo separate compliance processes:

  1. Telecommunication Compliance: Overseen by NBTC’s Telecommunication Department for wireless functions (e.g., WiFi, Bluetooth).
  2. Broadcasting Compliance: Managed by the Broadcasting Department for DAB receiver functionality.
