Telecom & Wireless

Regulatory agency

  • Ente Nacional de Comunicaciones (ENACOM)

Regulations

  • Testing and approval is required for most telecommunication line terminal equipment and radio frequency equipment.
  • Approval may be in 2 forms – Homologación (approval to Argentine standards) or Codificación (accepted approval for which no standard exists).
  • Testing of equipment must be performed by accredited in-country test laboratories. Although foreign test reports are not accepted, they may speed up the approval process.
  • Approved telecommunication equipment is registered in the Registry of Activities and Materials of Telecommunications (RAMATEL). After the approval process, the information of the importers and their homologated/codified products will be automatically transferred to the RAMATEL Registry, controlled by the ENACOM.

Guidelines

  • A local representative is required.
  • The Argentine importer or distributor must be registered with ENACOM in order to obtain certification.
  • Approved equipment will be listed on the ENACOM website.

Regulations

  • Risk based classification of equipment into 3 levels (Level 3 = High risk, Level 2 = Medium risk and Level 1 = Low risk) with different requirements for each level.*
  • Level 2 and 3 products must comply with safety standards and obtain approval in one of the following ways:
    • Certificate of Approval (CoA) from a State/Territory authority and appropriate marking; or
    • Regulatory Compliance Mark (RCM) from an accredited Certification Office
  • For Level 1 products, a Certificate of Suitability (CoS) can be obtained. Manufacturers maintain full liability for the product’s safety and adherence to Australian standards.
  • Compliance with AS/NZS and/or IEC standards.

* New South Wales (NSW) is not participating in the Electrical Equipment Safety System. NSW retains their existing system of Declared / Non-declared classifications and requirements.

Guidelines

  • A Responsible Supplier, who must be a legally identifiable Australian or New Zealand entity holding an Australian Business Number (ABN), or a New Zealand Inland Revenue Department (IRD) number, is required to register the Level 2 and Level 3 electrical equipment on the National Database**.
  • Test report should be from a test laboratory accredited by the National Association of Testing Authorities (NATA) or another laboratory approved by the regulator.
  • CoA only covers product safety while RCM covers both safety and EMC requirements (where applicable).

** CoA or RCM applied in Australia also indicates similar compliance in New Zealand and vice versa.

  • Customs Union Technical Regulation (CU TR)

Regulations

  • On 1 July 2010, the Customs Union (CU) between the Russian Federation, Belarus and Kazakhstan came into force.
  • EA Customs Union (EAC) Approval is a singular harmonised Approval Certificate for EMC and/or Safety for certain products. It covers all member states in the union.
  • The product must be marked with the EAC Mark.
  • There are 2 methods of conformity assessment for electrical products: Certification (CoC) and declaration (DoC). The validity is up to 5 years.

Guidelines

  • A local representative is required for DoC.
  • Conformity Assessment includes:
    • Submission of application, test reports and essential documentation.
    • Factory inspection report.
    • Quality Management System certification (where applicable).
    • The EAC mark should be shown on the product label.

  • Compile the Technical File of technical documentation for your product. The Technical File holds information that verifies that the testing was conducted properly and that the product complies with applicable standards; it is product dependent.
  • Prepare a DoC declaring that the product fulfils the requirements of the applicable directive(s) with the legally binding signature of the manufacturer.
  • Affix the CE mark to your product. There are specific rules to adhere to in CE marking.

Regulations

  • The PSE Mark is a mandatory safety mark under DENAN Law.
  • Testing by an accredited test laboratory is required.
  • Category A: Specified electrical appliances and materials must be marked with the Diamond PSE Mark. Products require factory inspection and certification by a RCAB.
  • Category B: Non-specified electrical appliances and materials must be marked with the Circle PSE Mark. Products do not require CAB certification.

Regulations

  • On 1 July 2010, the Customs Union (CU) between the Russian Federation, Belarus and Kazakhstan came into force.
  • EA Customs Union (EAC) Approval is a singular harmonised Approval Certificate for EMC and/or Safety for certain products. It covers all member states in the union.
  • The product must be marked with the EAC Mark.
  • There are 2 methods of conformity assessment for electrical products: Certification (CoC) and declaration (DoC). The validity is up to 5 years.

  • A local representative is required for DoC.
  • Conformity Assessment includes:

  • The Kuwait Conformity Assurance Scheme (KUCAS) contains a set of procedures carried out by PAI to verify the conformity of all “Regulated Products” (domestic or imported) to Kuwait’s Technical Regulations and approved Standards.
  • Manufacturers with consignments of regulated products to be shipped to Kuwait are required to complete the conformity procedures prior to shipment through one of the Certification and Inspection Bodies (CIB) approved by PAI.

  • All products are required to comply with New Zealand standards.
  • Products considered to have a medium to high safety risk require a Supplier Declaration of Compliance (SDoC).
  • Products considered to have a high safety risk are required to obtain approval in one of the following ways:
    • Certificate of Approval (CoA) by the Ministry (or other certification that is formally recognized by a Gazette Notice as an Approval); or
    • Regulatory Compliance Mark (RCM) from an accredited CB.
  • Compliance with AS/NZS and/or IEC standards.

Guidelines

  • A Responsible Supplier, who must be a legally identifiable Australian or New Zealand entity holding an Australian Business Number (ABN), or a New Zealand Inland Revenue Department (IRD) number, is required to register the Level 2 and Level 3 electrical equipment on the National Database.
  • Approval is not required for products that have a recognized certification. Most listed products that are sold in New Zealand will already have a suitable recognized New Zealand Approval.
  • Test reports should be from a recognized test laboratory.
  • CoA only covers product safety while RCM covers both safety and EMC requirements (where applicable).
