Vietnam – QCVN 134:2024/BTTTT Draft Regulation – Specific Absorption Rates for Mobile Phones

Circular No. 13/2024/TT-BTTTT

The Ministry of Information and Communications has published draft regulation QCVN 134:2024/BTTTT that specifies limits and measurement methods for Specific Absorption Rates (SAR) for mobile phones. This regulation aims to ensure the safety of mobile phone users by limiting their exposure to radiofrequency (RF) radiation. The regulation is expected to take effect on July 1, 2025.

Technical Regulations:

The SAR limits for different parts of the body and frequency ranges are as follows:

  • Head and body: 1.6 W/kg averaged over 1g of tissue.
  • Limbs: 4 W/kg.
  • Whole body: 0.08 W/kg.

Measurement Methods:

The regulation adheres to the measurement methods specified in IEC 62209-1528:2020, covering:

  • Test preparation and setup.
  • SAR measurement procedures.
  • Data processing and evaluation.

QCVN 134:2024/BTTTT applies to mobile phones with the following HS codes:

Appendix A provides the Harmonized System (HS) codes for various types of mobile phones. Here are some key entries from the chart:

No. Product Name per QCVN HS Code Product Description
01 Ground mobile communication terminal devices 8517.13.00, 8517.14.00 Mobile phones using E-UTRA (4G) technology, possibly integrated with W-CDMA FDD (3G), GSM (2G and 2.5G), 5G, broadband data transmission at 24 GHz, 5 GHz radio access, and short-range transceivers.
02 Fifth generation (5G) mobile communication terminal devices 8517.13.00, 8517.14.00 Mobile phones using 5G technology, potentially integrated with ground mobile communication terminals, broadband data transmission at 24 GHz, 5 GHz radio access, and short-range transceivers.

Management Regulations:

All relevant devices must comply with the technical regulations and are subject to testing and certification to ensure compliance. QCVN 134:2024/BTTTT, expected to take effect on July 1, 2025, is a comprehensive draft regulation ensuring the safe use of mobile phones by limiting RF radiation exposure. Compliance with this regulation will be mandatory for all relevant stakeholders in Vietnam upon its enforcement.
